Because the management isn't very good at anticipating high volume and planning accordingly.
Actually, when staff asks for a holiday weekend off, and they're told no because of anticipated volume, they just quit. It's the millennium's work ethic...there is none
It's district. They are the ones who say how many regisiters can be open. On holidays it's less to rob.
As I understand it, the man-hours are controlled by home office. They give each store a certain amount to work with and the managers have some ability to tweak but it is limited.
Because most people probably requested the weekend off to spend with family.
