Yes, only during open business hours, and no charge. If it's not their business hours, the fence is closed off to cars. They used to close for a lunch break too, which seemed odd to me. Glass/plastics #1&2/aluminum/tin were commingled last time I went, which was last week. Cardboard and "office paper" were separate. Not sure if they take chip board like cereal boxes or magazines.
For glass and plastic bottles and jars, you can drive up to bins they place outside in the parking lot, though I think only during their open hours. I heard that they used to ask for an ID to make sure you are a Lackawanna County resident, but I have never been asked for an ID and never been charged anything for bottles, jars, cardboard, or paper.
