A roof is clearly a Common Element, therefore the Association is responsible. The only possible exception is if a Unit owner installed something onto the roof and damaged it. Perhaps a Satellite Dish? The Association should start work immediately and back bill to the responsible Co-owner. If they don't take responsibility, the Association should put a Lien on that Unit. A Foreclosure to recover is the next step Remember, every Unit has a Co-owner. The Association should start repairs and back bill cost against the Unit. A Lien if they don't pay.
