My mom is traveling to mexico she is diabetic can she take her sirenges?

Yes. They will have to be medically sealed and she'll need proof (via a doctor's prescription) that she needs them. Also, check with the individual airline, TSA and the Mexican government as they each may require something different. You are better off having too much information than not enough.
