The water is cold The surf is rpugh. There are no lifeguards and it's hard to get to the water in most areas. There are no prohibjtions posted but it is not a swimming area.

Yes, at your own discretion ofcourse. I've seen people swim in certain areas of point lobos with low tide
I know there is a little beach space but i don't remember anybody swimming
I have been there several times, but didn't see any swimmers there.
It's a state park and reserve,not sure, may be in some cves but the Pacific is pretty cold.
