The farmers market is divided into 2 sections. And on one side yes, our furry friends are allowed. On the other side no. Look for signs. They will direct you to which side is which
Dog can't be inside the market in the main section where foods and merchants are. Occasionally I saw dogs with owner and leashed outside of the main area. Hope it help.

I think service dogs only, but not sure. They serve food on the streets and i think i remember seeing a sign that says 'no dogs'.
Yes, it is completely outdoor. Not sure about each individual store, along the steeets.
