Yes, I've pulled several all-nighters. After the restaurant closes you can park close to the end of the pier without getting cited.
Yes off the pier (if you don't have a license). There's a bait and tackle shop on the pier, there are salmon trips, rock cod etc.. sign up at the shop and the Patriot is one of the boats you will go in. It was about 75.00 -100.00 a person for a hour morning trip. You'll need a license to do any fishing not off the pier or to go on one if the fish expeditions off the boat. It is usually beautiful weather.... Avila has a kind of micro climate that is just awesome. Definitely worth taking the family and enjoying it's beauty and people.
