A lot of families with small children up to senior citizens visit this park. A creek runs through the park & the small pond with water fowl that is on the premises. The fence is to protect people, especially children, from falling in & potentially drowning. (What a way for everyone's fun day at the park to be ruined, especially those families most affected.) The fences also provide a protected area where the water fowl are more safe from people, dogs, etc.
