Understand that even the most safest areas in the United States are secured by outer walls, gates and are like compounds to keep any non resident out. And that also includes the most sophisticated security systems around. The city of Philadelphia is comprised by the oldest type of buildings called a row home, then twins and singles home's. In New Jersey, one of the hottest markets seems to be by route 130 and the Black Horse Pike (RT 168) and the White Horse Pike (RT 30). Or you can stay in Fish town and pay from the upper threes to $750,000 and even at 5th and Cecil B. Moore they are starting in the mid Threes. Out of these three choices the Jersey side is SAFER and puts you right on the Walt Whitman Bridge, a 10 to 15 minute commute in non rush hour traffic.
