At a minimum, how much time should be allowed for a layover when connecting between concourse f and concourse b or c?

That is difficult question to answer. To many variables to determine that. However, they have shuttle bus to concourse F.

In other words, since flights board 30 minutes prior to departure, it should be at least an hour from arrival into phl until departure when going from f to b or c?

30 mins is plenty of time between layover connection flights to make it from one concord to the next....

Gate F10 is where free buses are available nearly 5-10 min to take you to B and C gates. Transit time is approx 5 min to those terminals. No TSA in-between these trips between terminals. To be safe, I would suggest allocating ~ 30 min for (gate to gate) terminal transfer process.
