Once the person land. Go to the arrival by baggage. If you get there early you could wait by the cell waiting area that you will see it once your coming into the airpor. Then go to arrival baggage once they arrive

Baggage claim is the best place. I met my daughter there when she was 13 yo and my mother was there as well.
Definitely baggage especially if someone can stay in the car. Baggage delays at PHL are unfortunately common, pre pandemic, pre 9/11, so the visitor is probably at the carousel
