Almost everyone there I saw had dogs off their leash, except me because mine can't behave with other dogs. I don't know the real rule but everyone does it.

No, dogs are not permitted off leash. You are required to clean up all dog waste. Bags are provided at the trailhead. This is a Salt Lake City protected watershed.

We let our dogs off leash after you pass the water tower. We've been hiking there for years & never had a problem. But... if your dog is not friendly, I think you should keep it on a leash

Never had a problem with our dogs being off leash, have only run into 1 on.. There was an officer in the parking lot last time I was there, just be sure to keep them on until you're actually on the trail and make sure they're not wondering off trail.

Technically you are supposed to have them on a leash but most I've seen don't and it hasn't been a problem.
