Philly is life and death emergency only nothing in DC or NYC. It's a joke. I was turned away for a damaged passport by American airlines and said my neices wedding in cancun.
yes they do walk in however you must call 3 days before your flight and it must be a life or death emergency for them to grant the appointment. you must be prepared to provide proof of your flight and proof of the emergency.
