I have been to Keens many times and usually do not see young children, but that does not mean they are not welcome,. Go for it.
I don't think a toddler would do well here unless the child is exceptionally well behaved and quiet. Most people eating dinner want to enjoy a night out, and for the amount of money one plunks down for a meal here it would really be a shame to have it ruined by a screaming 2 year old who only wants mac and cheese and then doesn't eat it but throws it all over the 100+ year old dining room. There's an Applebee's and an Olive Garden in Times Square that might be more age appropriate.
I went there the other day (end of of Nov 2019) and there were several families with young(er) kids seated. I don't think it's purposefully kid friendly though (I didn't see a kids menu and several kids were sharing large sides from their parents).
I went there with my kids when they were 8 and 12. They loved it! There's a lot of history to share with them with all the pipes to see.

I don't think children should be allowed to go in and eat
I've seen kids once in about 30 visits. Ask for a table upstairs where it's quieter.
