Alcohol is allowed off the sand. Most people go right to the grass past the sidewalk. No bottles allowed in park.

It is run by city I believe and there is no alcohol allowed on the beach or dogs. There are certain hours the beach is open. I believe alcohol may be allowed in the sheler area, people do drink there regardless.
