It depends where you are locate. in old neighbor is slower then in new neighborhoods

Could be the poor service. Could be the modem needs an update, could be you have a slow card on your computer even if it works. Best to have someone tech it out on your computer at the place you use it to help find the bottleneck.

Thats how DSL works, poorly. Call another provider. If you live outside of Lincoln try a wireless provider they are the best way to get high speeds out there.
