Only a terrible owner would subject any animal to that.

I do believe that is against the law.

You can call animal control for that but I don't believe there is any actual 'law'. Are the residents at home? What type of dog is it? Resist the knee jerk reaction of thinking that these are bad people who are abusing their pet. You never know what is going on there. Do you know these people well enough to knock on their door to see what is going on?
