There is a limited time frame on Saturdays when you can access the lighthouse. The rest of the week you can pull up to the gate and see the lighthouse.

Only open on Saturdays from 11 A.M. until 2 P.M. not open for climbing

I believe it's only open to public on weekends. It's in a residential neighborhood, took a while to find the locked gate.
