No there is no parking and if you do find parking you have to pay.. the best way to go is catching metro and getting off at Smithsonian station..
There is street parking, can be found weekend mornings otherwise metro is best
No there is no parking near Washington monument.there are garage parking nearby about 10-15$ for whole day,and there are $1 bus for near by attractions.you can cover all nearby places by that bus
