I don’t know why this has so many good reviews! The drinks are $18 and mediocre at best and the food is edible but not very good! Nachos have that movie theater/ ball game cheese on them. The view is nice but there is limited seating due to construction. Skip and go somewhere better. Come check the view if you want but go elsewhere for drinks and especially food!

It is an happy hour without happy hour prices or specials, so No.
We just walked in on Thursday night at 9pm and plenty of room. Not sure on reservations.
We were distantly seated outdoor, all interaction with restaurant staff and indoor was wearing a mask.

I believe you don't have to be 21 to enter or be seated. They only checked my ID when I bought drinks.

Go to L'Enfant Plaza - Exit at the retail/food court exit. Take elevator from Food Court and go upstairs to the street level. Walk to the promenade (main street across from US Post Office Headquarters. Take the Free SW Neighborhood Shuttle (arrives every 8-10 minutes) one stop to the CVS on Maine Avenue SW. Exit there, turn left and walk to the end of the block (7th and Maine Avenue SW). Turn right and enter the lobby Canopy by Hilton Hotel. Take elevator to Whisky Charlie and enjoy!
