Your best bet is to take the metro to the mall and walk. Parking is expensive and a hassle
We walked from the wharf district. Not a bad walk. Not very far.
I was just lucky and found a pay by phone parking spot by a Starbucks it was a couple streets from everything. Saw the White House and all the monuments and was back in the car in about 4 hours. Most of the time i was walking around the monuments truly enjoying the trip. The best thing is you can add money by your phone so you don't have to worry about it.

On Saturdays and Sundays you can park alongside the mall. 7th ave is my favorite (close to museum of art)
