Contact office is open market days in central market on opposite side of elevators. You can apply and ask questions at office. All applications are reviewed and approved by market trust board. I always enjoy central market.
Vendor spots are contracted much like a lease. There are no show up, random booths.
Ask management of the building.
It seems like the spots that are taken have been there for a while

If you mean Stand space then probably not, but you can ask the stand owners at market
