There is a small, upstairs "observation" area (usually only a few people)... accessible by elevator, that would help a person in a wheelchair see the entire market

Yes but it gets super crowded at times best time to go is early or in the hours before it closes

Probably. It is a crowded place with narrow aisles. You can get a wheelchair into the market. I hope you are able to get around once inside.

Yes, some doors have stairs and some do not. There's also handicap parking close by.

One level all but 1 entrance? definitely accessible. But market is usually packed like a New York subway car at rush hour.
