My Philippine fiancé held a job for six months in Kuwait she needs a police report in order to get a visa she is required to get the report in person but she is not allowed to visit can wait under Philippine law. Is there anything you can do?

I am writing in behalf of a friend.         She is married to an Egyptian-American.       Her husband was  kidnap in Egypt Alexandria  on January,2018.     And she hasn’t heard from him at all.   She had Peruvian passport  And Green Card from USA and  visa from Egypt she was living in Egypt until he disappeared the CIA.  Told her to leave the country with her 3 kids otherwise she’ll never see them again.  She’s in USA now.          Her question to you is   Is she save to go back to Egypt or she should remain in USA until she hears from her husband
