Should be able to get a certified copy from the borough (AK), parish (LA) or county (all other states) it was issued at after his birth. Proper ID and proof of need may be needed. If your not the person or parent doing the requesting, you may need to go before a Judge to get permission to gain access to this. Charges vary as well. Good Luck.

In most states, those documents are available from the office of the county clerk where the birth took place. How long ago was your brother stolen? Was he ever found?
