Extremely rude and unhelpful. Specifically, the employee in charge of emails should be fired or retrained. If it is a shared mailbox, the manager in charge should put time into making sure the employees aren’t behaving like immature school children. Calling in is useless. The people that answer never know anything. The time it takes to get a response is far too long. Perhaps if they had people doing work instead of sending condescending emails, their backlog wouldnt be astronomical. Poorly run office. Unfortunately, I made the mistake of visiting DC which lead to having to go through this agonizing process. Woe is me.

I worked under a very homophobic supervisor for months at capitol hill group ministry in DC- this office afforded me the opportunity to here my sexual harrassment and discrimination claim- they are very helpful. They give you a voice!

I am unsure of what you are asking, but read their website which may provide clarification. This is for the DC government, the federal government/UN is different. DC's website is https://ohr.dc.gov/commission .

Why question is what is the correct description for students with intellectual disabilities? Is it correct to say student in wheelchair, blind, special needs, handicap parking place. or handicap person?

Your question is unclear and is missing some context. It is likely one that is more appropriate for an attorney. The law and regulations regarding parking and the DMV are different from the DC Human Rights Act, which covers employment, education, housing, and public accommodations. However, to the extent it helps, the DCHRA definition of disability is expansive and interpreted broadly.
