The Custis Lee House and Grounds are part of the National Park Service. The Cemetery is part of Veterans Administration. The NPS property sits at the top of the hill surrounded by the cemetery. And @Mark Davis (below) is referring to Quartermaster General, Montgomery Meigs.
The Robert E. Lee house, actually it belong to his wife, is at the top of a hill in Arlington National Cemetery. The Union occupied the house at the beginning of the war. A General, the name escapes me, disliked Lee so much, for his support of the South, that he started to intur the Union dead on the property, in order that the house could never be returned to Lee after the Civil War.
Yes it is. It is part of the National Park Service. You can walk to Lee's house from the metro. It is a bit of a walk and uphill. It is also a stop on the tour.
