Arlington is free to enter and walk through. There is only a fee if you want to use the hop on, hop off tram that runs through the whole cemetery. It makes about two dozen stops at popular locations. But the fee is waived for disabled and a companion if you bring your disability placard from the car. Normal fee for the tram is $15 per adult if you have to pay but half price for military and veterans.

You do not have to do the tour. You can walk to the Kennedy grave and to see the changing of the guard. You may still need to pay a fee to walk through the cemetery.
Tour at Arlington National Cemetery is $13.50, $6.75 for military.
Yes you can take pictures but as a matter of respect, you shouldn't take pictures of funerals or the funeral Caisson that has a casket on it.
You cannot drive into the cemetery but if you go to the visitors center and tell them that you want to visit a graveside they will tell you where it is and where you go to catch the shuttle. They will take you to the section where the grave is and then pick you up when you arr ready.
Yes, there is a paid parking garage.
Flags are placed by members of the 3rd Infantry regiment (The Old Guard). This year they will be placed on May 25.
