Yes you can take pictures but as a matter of respect, you shouldn't take pictures of funerals or the funeral Caisson that has a casket on it.
Yes. Everywhere. Quiet and standing still are required for Changing of the Guard at the Tomb of the Unknown Soldier so you need to be where you want to be for pics there until it is over.
