Make sure they don't belong to anyone. If you explain the situation it might work out. Also take the hose and spray the cats every time you see them in your yard.
I volunteer there and I know they have a TNR program. I would go there to ask details. They are open today from 4 to 8.
You should call them and ask, but i don't think they do that. You could also call animal control in your jurisdiction.
The SPCA may be able to help you, I know they used to offer assistance with trapping cats. You can also pick up a Have A Heart trap at Tractor Supply (or a similar store) and put smelly fish/cat food in the very back to catch the cats. You will need to speak to someone about relocating the cats though, I'm not sure what the legalities are concerning that. Good luck!
