No vaccine or mask as of March 1st
DC lifts restrictions on March 1. Neither masks or vaccine id will be required after that date. That said, the restrictions were lifted for a short period previously, so you should either check DC's website or the Arena's as a precaution.
Proof of vaccination is no longer required unless seated close the court for an NBA game.
Per their website, masks for all visitors unless actively eating or drinking, including those vaccinated. They will update their guidance as needed on their website.
