There are several pitbulls that run around, people do not watch their dogs here. Have complained to the office but they said there is nothing they can do. These people knew they were not suppose to have pitbulls here, it is in the contract they signed. I have seen several Al cats killed here.
Actually it depends on where you live in paradise village, some idiots do let there dogs out without a leash and there isn't many fenced in yards, so yes a cat could be chased or killed, my mom's 2 cats got killed about 5 years ago by a couple pitbulls that were let out by an idiot that opened his door and let his dogs out

I heard that the man who is in charge of rent raises it whenever he wants. Is this true or us there rent control?
Some of them do. Just report then to the lady at the office because there is a rule about having dogs on a leash
