Common courtesy is to ask each shooter or at the end of each day.
You can, but you should ask the people shooting first. Some people collect their own brass, others do not. At the end of the day, a guy sometimes will come through and collect what other shooters have left behind.
Not sure if your supposed to but I see a ton of people doing it all the time
