Yes from December 12 onwards everything by appointment only.. I was just lucky got mine by walk-in on 8 December
Yes, they are open. I walked in last week for getting my license renewal and got ticket in the morning instead of appointment. But while waiting for my number I saw people coming and asking that they have appointment for written test. So not sure, if tests have been taken with appointment only or walk-in is allowed.
As far as I know everything is by appointment only right now at this point of the pandemic
