I had to have my lienholder sent the title to the dmv using a specific form. The form is on the website or in the office. Once the dmv received the dmv sent me a card. Once I had the card they just had to see the vehicle in person to verify the vin and. Day of registration all I needed was my idaho license, the vehicle and the card.
Usually current insurance, title or lienholder if still financed, and proof of current residency. Check online at itd.idaho.gov/itddmv/
