There is No Camping at lake lowell. Much of the refuge is inside the city limits. Restrooms? Yes.
Some restrooms are available in spots. Camping isn't available in most areas. No guarantees but I think there is spots you can camp out though. If you contact the main facility they will let you know the basics. 12084679278
