there is duck hunting and deer hunting. Fish and Game have a flyer that explains when and where you can do this in and around the deer refuge. You can get a flyer around the information boards around the lakes public entrances.
There are places to bike around the lake, how ever there are no official bike path or trails other than the one recommended by El Lagarto.
You can hunt turkey on the islands in the fall. However, the islands are closed to entry during nesting season (February 1-June 15 or 30), so the spring turkey hunt is not open on the Snake River Islands Unit of the refuge.

Yes. I'd suggest the Lake Lowell lower dam recreation area. It is great for kids.
Just make sure that you dont get locked in the gates. They lock the gates at dark. Anywhere that isnt gated, i do believe is okay to be past 10.

There is No Camping at lake lowell. Much of the refuge is inside the city limits. Restrooms? Yes.
Nope and you can borrow binoculars.Ther are having a get outside family festival soon too.
I dont believe so. This is an area where the habitat is protected to allow wild animals to continue to live there.
