I haven't lived there since 2017. They did allow leashes when I was there. I think they may have a "clean up after your dog" rule. It's just a good idea.

Yes, they even have a place to get bags to clean up your dogs mess. To bad everyone didn't use them.
I believe so as well but I did take my dachshund and there was no one out there at the time and I let her run although she stays next to me. I had the leash in hand. She listens very well so in the event that someone was to have arrived I would have put the leash back on her. Enjoy it's beautiful
