No fee. Dogs need to be on a leash per national park regulations but I suspect a well minded dog could be off leash in the campground area and you could try to get away with it. I have one that I had off leash but the other would be of been gone in a heartbeat chasing squirrels.
Yes but must be leashed. Be aware certain trails do not allow dogs, but in campsites they are fine :)
