Probably because it isn't your property! Buy your own house and you can do whatever you want to it. Oh, and if you think a gazebo and flowers are the same thing I pity you.
So my mistake was not getting permission 1st? But now the property manager has seen it & say's it must be removed & that makes no sense! It's the same as planting flowers. Will I have to pull them if I don't get permission?! I can understand if it's junk or not placed properly.
All improvements must be approved by landlord.
