There are Good Neighbor guidelines that Most tenants are required to maintain in order to stay in the property. However, if the property owner has not addressed the issue in a reasonable amount of time, putting your concerns in writing to the person as a request and reminder may help. Be careful to maintain a firm but diplomatic tone so you don't offend the intended recipient. Because its about forming a solution that everyone can live with. If that doesn't work, I'm sure there are other means of getting the owner to comply or take in consideration your concerns, for instance homeowner association, community development organization that serves the area.
