I don't think it really matters much, they are very quick and efficient and I've never waited in line for more than 15 mins. It moves pretty quick. But between 10am and 1pm probably the best time, before all the small business crowd starts hauling their days work in.

Depends what day. Usually 9-10:30, then 4-7. Depending on if you’re in commercial or public.
