No it does not. One end has stairs and the other end you enter from street level

YUP! Noble st. has a wide street level entrance. Stairs at callowhill st. entrance.

No elevator but if you walk to the one end of the park (park isnt very large... Yet) you will be able to enter steet level. It then has a gradual incline to the top.
