There is no requirement that a service animal wear a vest or collar indicating it is a service animal.
Only animals that are service pet's are allowed in any store and it might not have a collar on but the owner has to have the paper work to prove it is a service animal. And it doesn't matter if they are on a leash or not, they are animals and if they feel threatened or feel like their owners being attacted they will bite you and it will be your fault not the owners, so just stay clear of them and everyone can be happy
I've seen little dogs in carts in there before and if it was on a leash it was probably a service animal. But it doesn't bother me either way.
