If the falls are flowing at full blast you will get a nice refreshing mist from the falls standing at the end of the boardwalk (and the boardwalk will also get very slippery).
You cannot swim or touch the water, unfortunately. People are required to stay on the boardwalk.
There is a walking bridge that allows you to get within about 20 feet of falls but you cannot swim or get to falls
