I worked for Target for 3 years, they do not refund gift cards.
I believe if you have the exact receipt that the gift card purchase was on they MAY refund the funds that way. And if you spend so much of the gift card when it gets under a certain dollar amount you can cash it out but it is usally very low amount (like under $5) but you would have to ask customer service directly for percise procedures.
