They are open Monday - Saturday unless it is a holiday. I don't believe 19 Dec is a holiday.
That's a good question. Without being immediately able to check a calendar to see what day of the week that is, I would assume normal business hours unless there is a federal holiday involved. However, I would check the DMV website a few days before you go just in case. 🙂
