Is it possible to enter the gift shop without going through the museum? Thanks

There is a smaller gift shop right outside of the museum but to enter the bigger one you just buy a ticket, the inside contains mugs, shirts, and hats off the NYPD, fire department, and of the memorial, but for just about everything else you have the small gift shop out side to the right of the museum
