I am a licensed NYC guide that gives tours of that specific area. I work for a company and give the tours through them. So the information I am providing to you is very accurate. If you want a tour of the 911 Memorial Garden, Memorial Pools, and their respective areas, you would need to sign up with a private company that gives tours of the 911 Memorial Pools, 911 Memorial Gardens, and its respective areas surrounding all of it. There are plenty of private tour companies all over Manhattan & NYC that will give you tours for Fee. The tour on the inside of the 911 Memorial & Museum do not include the 911 Memorial Pools, the 911 Memorial Garden, and the areas near and respective to it, which also include lowest Menahattan. The memorial pools are free to anyone/open to the public. They are not part of the regular tour. You can get an additional packaged tour that includes the pools for an extra fee.
