Can i bring my 7 and 3 year old son's fishing on a boat and if so do they provide fishing rods bait and life jackets and boat and a professional that's rides with you?

People were fishing off the docks and bridges, but I saw no commercial establishmwnts related to fishing, boating or such; just a quiet, nicely maintained park with lots of runners, walkers, picnicers, and a few anglers. There was a boat Marina nearby and the tony NY Athletic Club. The waterfront is not commercialized at all.

There were people a few feet in the water and I did see someone with a fishing rod. But nobody was out on a boat. And no parks Dept employees were anywhere near the Bay.
